    Hi all,

    Considering building a property around 14,000 m2 for the purposes of building a nursing home. It will be ajoining an old period property which is in need of refurbishment. As far as I understand it, my fees are as follows:

    (Donegal)

    Planning Application Fee - 38,000 (Max capped)
    Fire certificate Application Fee - 12,500 (Max capped)

    My question is in relation to the Development Contributions. According to p5 here, the development charge for a commercial unit is €4.14 per sqm, which turns out at around €55k. Is this not capped? What does this include? Is this inclusive of Irish water, ESB, roads and similar?

    Is there any way around this charge, either temporarily for a few years - or permanently by way of exemptions?

    No is the simple answer.
    The 35k is just the planning application fee. The development contributions, as applied, cannot be appealed to ABP. They do NOT include for anything bar roads, amenity, storm water etc.... Irish Water is separate again.... It would be advisable to do a pre connection to IW to see if they infrastructure is there before you go to far. They are foul and water. There is supposed to be a blanket charge from them soon otherwise go back to the 2014 Contributions and you can work out their charge approx, assuming that local infrastructure does not need to be upgraded, as you will then be hit with that as an extra.
    ESB, eircom etc are on top of this again.

    Most CoCo will enter into agreement about phased payment but needs to be set out prior to commencement.

    Naturally professional fees etc are on top of this again.
