6 month rule exemption

Has anyone here, made use of the exemption of the 6 month rule, where if you hold a full license from another country can apply for a driving test immediately without having to wait for 6 months.
The rsa website does not provide enough information, and no one answers the call on any of the numbers.

If anyone has made use of this exemption, can someone please let me know what is the general procedure in doing this process?
Should we immediately book for the driving test after sending the license and the entitlement letter to the RSA or have to wait for their confirmation?
When will we get the original home country license back from RSA, at the driving test centre or by post?

The process is as outlined here:

    http://www.rsa.ie/en/RSA/Learner-Drivers/Safe-Driving1/6-Month-Rule/

You'll need to send in your original foreign license and a "letter of entitlement" to the RSA via post (registered post is recommended so you can confirm delivery). They'll send you back a letter of exemption allowing you to skip the six-month wait along with your foreign license via post in a week or two; you'll then take that letter to your driving test and show it to your tester if you haven't held your learner's permit for six months yet.

The letter of entitlement may be the difficult part; this will basically need to be some sort of documentation from the licensing body in your previous country (or state/province) showing that you are a licensed driver and describing the class of your licence. I had a license from the (US) state of Georgia, and I obtained a copy of my Driving History (Motor Vehicle Report) via post from the Georgia Department of Driver Services just before I moved here. It contained all of the required information except the description of my license class, but that definition was on the back of my license itself, which I pointed out in an attached note. The RSA didn't seem to have any issue with it, as they accepted it and send me my exemption letter without any delay (though in the end it proved pointless anyway, as it took so long to get a driving test booked that my permit was actually more than six months old by the time my test date came around...).

The tricky part may be obtaining such a document from overseas, or at all; it depends entirely on whoever issued your foreign license and whether they have any means for you to obtain such a document (or to have it sent to you while you are outside the country). Some places may not have a way for you to request one without going to an office in person, and some may not actually have any such document that fulfills the RSA's requirements. You'll just need to look into that with the jurisdiction that issued your license and see what can be done. (Also, if the document is not available in English, you will likely need to obtain a certified translation...)

You can book your test immediately without waiting to receive the letter of exemption, but just keep in mind that you won't actually be able to sit the test until you have the letter in hand (or it's been six months since your permit was issued), so there's no point in ringing for cancellation slots or anything until you actually have the letter.

Thank you so much for the information!
I have applied for the document, back in my home country. Should be able to receive it in the coming days.
I was not sure about the letter of exemption (thanks for clearing that out).
So once I send the document and my original license from my home country, I can immediately register for the test?
