Do the PIAB only take on cases based in Ireland.

Could you bring a case against a German online shop and manufacture through the process ?

If the Accident was in Ireland and the injured party resides in Irealand then yes appropriate jurisdication is Ireland and you can go through PIAB

Just to be clear about your request and the phrase you used 'take on cases'. PIAB will assess your injury put they won't pursue the 3rd party on your behalf the way a solicitor would

Under the Rome II directive they won't assess but you need to apply to them to get an authorisation. This is the situation for motor claims. You need expert legal advice on this.

It’s not a motor claim. I dislocated my shoulder when their product failed

Go to a solicitor if you have a claim.

If a garda attends the scene after a minor accident ? does he state the facts if it ends up in court or does he not get involved ?

He can be called as a witness and directed to bring his notes. He can only say what he saw and maybe what he was told.

What he was told is not in the report, is there anything I can do ?

What he was told is probably hearsay and wouldn't be admissible in evidence.
