Depends if the owner is willing to sell that right, assuming they are I can't see why not.

Why would you want to buy it.

Buy the land and not need the right of way
Go about getting aright of way legally if no other way into land.

The only reason I can think of that you would need to do this is if your normal entrance is on one road but some other land is one a different road but there is a shorter route as the crow flies but across a neighbor s land
