PRSI Treatment Benefit -Dental Benefit contributions

Can't get onto the phone to Department of Social Protection as they won't answer during the day so I was wondering if someone can help. Was a simple clean that I got told I should be able to claim for by the dentist.

Basically under 25, working since 2013. It says PRSI contribution 148. 2016 30A, 2015 22 A and 2J with 0 credits, no mention of any other years and I'm claiming for this year.

I can't understand why I'm unable to claim Treatment Benefit -Dental Benefit. It says:
39 paid PRSI contributions since first starting work,
    and either:
39 paid or credited PRSI contributions ( see note) in the relevant tax year on which your claim is based, or
26 paid PRSI contributions in both the relevant tax year and the tax year immediately before the relevant tax year.

    You have 148 check
You have 30 in 2016 check
You only have 22 in 2015. That’s your problem. 4 short in 2015.

    In 2017 it's 46, does it have to 2015 and 2016? No 2017 or 2018 used?

Thanks for letting me know! Say start of 2019 if i claim again I'd pressume I'd be eligible?

Btw you're the far best correspondence i got for why i can't claim compared to a 4 page letter from the government, numerous google searches and unanswered calls.

If you have treatment in 19 then the years you’re looking at are 16 and 17.
