Invalidity pension - I’ve got the travel card today, does that mean it’s approved?

I applied for an invalidity pension and today I received a travel card, does that imply it has been approved? Or is it sent out while it’s being processed? Thanks

My mother got her travel card ahead of getting news of her validity pension being approved. Now that's only one example but hopefully it's a good sign.
