Mixer taps

I'm trying to replace the washers in my kitchen sink mixer tap. I've taken off the cap,removed the screw and the insert.The internet suggests that the tap should just lift off...but it doesn't,it's stuck fast(both on hot and cold side). Am I doing anything obviously wrong ?

I gripped the base of the tap with an adjustable wrench,and smacked the wrench with a hammer,still no joy.
