    I have had no cold water supply in the kitchen since this morning (duplex apartment, upper stories). There are no interruptions in the area and my immediate neighbours are not experiencing similar problems. Is there anything I should try before calling a plumber?

    Is your Cold water tank filling?
    If it is, it's a problem with your kitchen tap.
    If it is not filling its possible someone has turned off the main stopcock to your Apt.

    Yes, the cold water tank is filling. The tap itself appears o.k. as is the connecting pipe. As regards the stopcock where would it's likely location be? At ground floor level or on the street outside? I received no notice of local authority works in the area.

    Update - I've been informed that there is a burst water main affecting my own and neighbouring areas. A major and lengthy repair.

    Further update: no cold water in the bathroom upstairs with barely a trickle from the cold tap. The electric shower cannot be used and the toilet is not emptying fully when flushed. Is there anything I can do or check before calling a plumber? The council assure us that supply has been fully restored since Monday.
