New boiler rads cool at bottom

    Hi
    Have new boiler in recently. Working fine. I notice that all the upstairs rads are hopping off the wall. Two of the three downstairs ( hall ok) are warm at top and cool at bottom. Seems to take nearly 15 minutes to get hot from when boiler starts (viesmann)... the ancient boiler that was there before seemed to be quicker and heat all rads fully.
    What would be the reason that these two rads are not heating to max like the rest ?
    I have checked to see if there might be air in rad by turning the bleed screw slightly but water comes out immediately presuming all well from that point of view.

    It’s either a balancing issue or sludge. Assuming the guy wasn’t a first year apprentice then I’m sure they balanced the heating system properly. That leaves sludge. If the system was chemically flushed then that explains it. If it was properly powerflushed then there may be another issue.
