Planning permission needed for monument by council

    This might be a little outside the forum's usual queries...

    I bought a house in the last year in a beautiful seaside location. A recent historical event is being commemorated locally and it appears the committee were allowed to erect a commemorative monument in a particular area which happens to be near my own house. I knew nothing about this until the building started.

    Apparently there was some consultation with local residents but the committee decided to move the monument site down about 20-30m and enlarge it since then. Essentially what has now appeared is not what local residents OKed.

    The committee claim the monument (essentially a super-size-me oversized grave headstone and two large benches) is exempt from planning. However at 8-10ft in height its impact on the visual amenity is quite strong.

    Does anyone know if monuments are exempt from planning, and can the council simply put them wherever they like? Has anyone had a similar experience previously?
