capital gains tax

    I have not received full details or have full knowledge of the following, but I heard about the irish government either considering or actually doing the following in order to stop land lords terminating leases in order to sell apartments.
    Partial or maybe even full capital gains tax relief, on one or both of the following scenarios
    Buy an apartment with sitting tenants, and then sell it at a profit keeping the same tenants in the apartment
    Buy an empty apartment rent out said apartment then sell (with tenants) apartment at a profit


    could someone with more knowledge than me, please tell me if there is any truth in the above
