extend front footpath to form verandah with carport underneath, planning required?

    Hello,

    opinions welcome whether this change might require planning permission.

    The house is a split level bungalow. At the point, at the front of the building, where the two story section changes to single story, the front footpath from there, for about 5 meters along the single story section, has a vertical drop in front of it of about 2.5 meters. The footpath has a railing along it to stop people falling off when the come out the front door! Access to the footpath is further along the single story section where it is level with the garden.

    I want to extend the front footpath forward, along this 5 Meter section, creating a verandah with a carport/garage underneath it. The area of the verandah would be about 20 sq. M. There would be no access to the house from the newly created space underneath.

    What if the structure supporting the verandah was sealed, i.e. no access to the space inside?

    Sounds like an alteration to the ground level by more than 1m, so Planning required.
