New system for old cottage

    I have a small cottage that is a bit cold and damp. I was going to put in an oil fired central heating system.
    It's a 2 bed cottage with bathroom and kitchen dining so 5 rads including hall. All it it's about 70m2.
    Any idea about how much it would cost to do this and if it would solved the damp issue or I would need to supplement this another way.
    I have new upvc windows in and recently insulated the attic
    And I have vents put in for air circulation
