Self employment with Jobseekers

Short version: Currently long term unemployed on Jobseekers Allowance, have a business idea in the works but my case adviser doesn't seem to be into the idea of the Enterprise Allowance so looking at alternatives in case I get turned down...

(was also told to just do it as a hobby, which is an eyerolling way to look at it, as if i make a profit i'd have to register as self employed - and may also have to register for other reasons such as if i decide to register for VAT etc, and so on.)

Anyway looking at citizensinformation, seems if you're already self employed you can register for Jobseekers but it's means tested, which is fair enough.
"Income from self-employment and the means test
The earnings from your business will be assessed in the means test for Jobseeker’s Allowance. The assessment must reflect the income you may reasonably be expected to get from your business over the next 12 months. Income for the last 12 months will be taken as a guide but allowing for any factors which it is known will vary. You should be prepared to discuss these factors when you are assessed for Jobseeker’s Allowance."
I presume as there's no existing business these'll just be assessed as nil? Or low?

Is the major difference between BTWEA and self employed but on Jobseekers, the whole "seeking work full time" thing? I presume not being on the BTWEA means i'll be means tested again at the 12 month mark (hopefully all will be going well and I'll be done with JA then)? Not trying to avoid responsibilities that come with JA, happy to engage in looking for full time work along with the self employment part time, or doing courses, etc, if needed - just trying to figure out what the situation is!

On similar, is there any way to prove to a case officer that a certain business is viable? (say if you had pending payments for X amount? or pending purchase orders for work/goods - IF you were set up?) is there a threshold in terms of profit the BTWEA program aims for? or is it purely up to the case officer and how much they feel the business is viable?

    thanks all.
