i have a neighbour who has made a planning application three times. the planning is for a chicken shed and associated works. i can see these on the eplanning website. the first two were turned down or rejected for "incompleted application" and the third one is in. however normally when some one makes a planning application you would see an a4 sized notice along the road or fixed to a building for the public to see. in my neighbours case he hasnt done any of these. how important is it to have this notice up and if it is an important par thow does some one prove that it was or wasnt up?

The notice is supposed to be up during the planning process. Planning site layout should indicate location of the site notice. If it's not there, the planners should pick up on this, assuming they visit the site.
You could always lodge a complaint with planning yourself though.

Very important. If it’s not up as marked on the OSi Map and the site layout plans then the whole application will be declared invalid at the time of the site inspection.

Also, check the drawings online. It may just have the notice in a different position to where you are looking for it.

As noted its not a valid application without one. Ive have applications turned down after site notices were removed/vandalised/blown away in the wind!
