Can you live in a house without a completion certificate, there are also unresolved enforcement notices. Can building control do anything to keep them out of the house?

It is not me, and the person is self certificating.

Even under BCAR, it’s self certification. You need to get some more info.
The council cannot stop you from moving in but bear in mind if they proceed to enforcement on technical or procedural issues and it hours to court, it’s a criminal conviction rather than the lesser conviction.

I suppose it depends on the enforcement issues and how dangerous they are.
