P21 when unemployed?

I have been asked for a P21 for 2017 for an application but I was was either on Jobseekers Allowance or Back To Education Allowance all year. I don’t know what to do. Any advice? I also don’t really understand any of this lol

Then you can't get a P21 and will have to tell that to whoever you are submitting this application to.
