SUSI Refused as GP did not predict future..!!

    Hi,

    I recently re applied for a grant when found out my daughter got a place in full time level 8 uni.
    Our circumstances changed this year and we were able to prove it.
    1. We had to include the forms signed by employers stating our incomes.
    My husband income changed at the end 2017/2018...as his shoulder got injured.
    Lots of savings spent on rehabilitation, going abroad, seing specialists, getting PRPs, as he is still on waiting list here..
    This year my husband earn 30% less than last year (for Susi we were about the limit for 200e for 2017 calculations !) so we definitely need some money from SUSI....

    2. My husband had to provide SUSI with the form from GP that basically he had to predict my husband health future for the period of the course..4 years.!!?
    GP stated that my husband has ongoing issues since 12 months but he did not answer Yes or No for what they asked. This is impossible GP said and not really good question.

    After 4 weeks of awaiting decision I emailed them and got answer from today:

    Hi

    Thank you for your message.

    I have had a look at your daughters application and can see that her internal review was refused for income over the limit, and the change of circumstance was not taken into consideration as the form signed by the GP does not confirm that your husband's injury will last for the foreseeable future, or for the duration of the course. In order to apply a change of circumstance, a change must be either permanent, or last for the foreseeable future. A letter confirming the same was issued to you in the post today.

    You can appeal this decision, however the form you provide from the GP must state that the injury will last for the foreseeable future.

    My question is: how to resolve this issue? Even GP can't be sure and clearly say yes to this....
    True is that my husband suffer from chronic pain in his shoulder but as doctors said even surgery as the arthroscopic key hole want guarantee better condition.

    I don't think I can afford my daughter's study....I can only afford this semester fee

    As a middle class earners we are nobody...

    You have a period of time to lodge the appeal (I think its 21 days from receipt of the letter)
    Just before this time period lapses lodge the appeal. You could talk to the doctor again. However, you can drag the process out till January before you have to pay anything.

    We will make appeal definetely but I wonder if the GP will break what he stated.

    "injury will last for the foreseeable future"

    Since there is no specific prognosis as to recovery, the above seems like a true statement.
    Surely another GP would sign the form?

    I did not pay as the applicatiin was in process in Susi. My worry is that we don't have that amount to pay now...My husband's has to pay for physiotherapy, drugs, even for sick certs for employer. He is currently on illness benefit ..no medical card.
    My income goes for rest..we also have 7 year old son in the house. Plus I try to help my step daughter too who lives in rented accommodation. At age of 27 she was diagnosed with Myasthenia gravis. She had a surgery, she can't work, she is awaiting disability allowance.
    SUSI did not include any extra spending unfortunately. They are nit interested.

    Our daughter travels 2.5 hours one way to get to first year college. Not the issue either.

    if I could predict the future..
    Now SUSi ask GP to do it...
    We applying for one year grant and they ask GP for predict 4 years ...

    I could try to go to different GP...
    My husband is on hospital waiting list from August 2017, to see orthopaedic...Still another year maybe more, with no guarantee something will be done to his shouder.
    He can't comeback to what he was doing as per heavy lifting..
    Painkilkers and depression whats left..

    im sorry for this sad story...
    I was 80% sure we will get some Susi support so there is just disappointment and big questiin what to do..

    just a follow on from my pm.

    As long as your applications are with SUSI, the college views your course as a "payment on the way". Your child will have full use of the facilities.
    Hypothetically, (again), you can pay by 2 installments and you will get tax relief on the fees.

    However if you even if you cant pay (should you be forced to), you can still attend college. There would be some restrictions, e.g. use of library.

    If your having difficulty with the process PM me and I will walk you through it.

    Remarkably SUSI occassionly (for subsequent years) does not request the additional information it will just ask "is there a change in circumstances". You reply "no", and the Grant follows through.

    Think you need a word with your GP, the form isn't asking for a four year outlook but a foreseeable period, this might be a few months to a few years
    Based on the above dates of the applicant’s course, in your medical opinion,
    can you confirm the patient’s current medical circumstances are likely to last
    the duration of the course or for the foreseeable future?

    I'm glad there is hope...

    My husband has appointment booked for this Friday with GP.

    Maybe he will tick yes...

    Regarding appeal form, would you help me to write few sentences ...
    What should I state to make it clear for them ?

    "In Section 4 you must outline the grounds on which you feel SUSI applied the terms and
    conditions of the relevant Grant Scheme incorrectly in your case"

    Hello again,

    We got the letter by post for. SUSI and there is one more thing they requested....not GP only

    "If you can provide a letter from your husband's employer and GP confirming that he will be out of work for the duration of your daughter's course, or at least for the foreseeable future, we will then be able to apply the change of circumstance."

    ! We already provided the signed forms from employers. They needed confirm income for this year.
    Can my husband's employer predict the future too? 😀😷😱
    I really don't know how to bite t his.
    His employer is a huge chain and want be putting any extra information than requested already.

    Send the same information that you already sent in.
    Get the letter that they want from your husbands employer. Don't worry about what it says. Its irrelevant what it says, but SUSI wants it so get it for them or they will have an excuse to deny the appeal.
    Just get the letters I suggested in the private message.
    I would recommend that you attach a cover letter detailing your current situation.
