Housing list? Is it possible appeal against the position I have been assigned?

I've been in the Fingal housing list for more than 9 years.
In 2014 I was around 650 and 800 respectively in the 2 areas I selected.
In 2016 they went down to 150 and 180.
Today I got my new position and found out I'm still 90 and 120 respectively in my preferred areas.

The progression doesn't look natural to me. I've read articles like this one:
    https://www.independent.ie/regionals/fingalindependent/news/council-exceeds-housing-targets-and-is-scaling-up-36516870.html

In which the Fingal council stated they delivered more than 2000 houses.
Which I understand the number is to be divided for the four areas.
But even roughly dividing the numbers by 4, it still means the more than 500 houses
per area have been offered in the last 3 years.

If the list was followed I should have been already offered one based on those numbers.
I don't understand how I made such few progresses on the list in the last 2 years.

Can I ask the council a detailed explanation (with the parameters they used ) about how they come up with such position for my case?
Can I eventually ask to review my case?

As anybody else had such experience about slowly progressing in the list in the last 2 years?

Didn't you say only recently you were 300 on the list , jumping 100+ places in a few weeks isn't bad

The dates for figures you put down are both two years apart did you go down inbetween? If you have only gone in once every two years they will assume you arnt in any hurry. Its unfortunate and unfair but it very much seems to be they who shout loudest wins when it comes to the councils so you really should be checking your place every couple of weeks and questioning any odd figures.

There will be people who have been put on front of you on the list over the last two years also, people deemed to have more need. Unfortunately a fair few people became voluntarily "homeless" over the past two years and skipped the queue altogether although the councils have become wise to it and no longer allow this to happen.

OP anyone with more kids than you/special needs child/disabled or sick themselves goes in above you.
As the other poster has mentioned there has been a lot of people deliberately rendering themselves homeless in recent years in order to jump the queue but I think it’s not happening now.

Any correspondence the council issues with your place on the list will include a line "your place on the list may fluctuate". Allocations to the housing list are made in order of need, not first come first served.

Needs and time on the list

Not in the two councils I know well. Time on the list only factors when needs are equal. I know someone who was number 1 on medical needs list last year that is now number 3
