Doing more than 39hours/week without being paid overtime

Working at the moment on a contract with 39hours week, getting paid monthly.
    So my question is:
    - if in my first week I do 69hours
    - second week I do 39 hours
    - third week 23hours
    - fourth week 25hours.
Is that allowed not being paid overtime on the first week as I work over 39hours as written on my contract ?
I've been told because I do only 156hours at the end of the month, no hours over the 156hours per month.
Thank you in advance for your help and comments
