Insulating a single skin of block

A friend of mine wants me to build a small shed ( its to keep the water pump out of the elements, not for storage )

He wants it 10' by 8' by 8' high, he plans to put a small heater in there on the frosty nights so it will have to be pretty air tight and he wants it done cheap

I was thinking 6'' concrete base, a single skin of 4'' block walls with external render using a waterproofing additive, will this be enough to keep the weather out ?

A lean to roof with corrugated iron, not sure how I'm going to seal the underside of it though

Do ye think this will be ok, any help and suggestions appreciated

    Small: 10' by 8' by 8' :)

That will require piers and decent foundations.
If you are a bricky, go 4" solids on flat, with proper DPC in floor and walls
