Mortise Lock - 3rd bolt

I have an older aluminium exterior door, the dead bolt and latch bolt are working fine but there is a third, smaller bolt which clicks into the same space as the latch bolt and does not disengage when I turn the handle. Can anyone tell me what is this smaller bolt and any ideas how I can get it to turn again? See attached…
