Planning permission for change of use

Can anyone tell me if we’d need change of use for changing from commercial to residential use?

My parents converted and extended their garage (attached to the side of the house) and have been running a playschool there for the past approx 30 years which they received all the relevant planning permissions for at the time. They are now thinking of changing it to a residential space with 2 small bedrooms for themselves. There will be no extra extending needed or change to the front of it, just a re-arrangement of the internal walls.

Will this be a stand alone unit that contains the 2 bedrooms?
What will happen to the main house?

Myself, partner and 2 kids are planning on moving in with my parents and my parents are hoping that they can gift the house to myself and my brother and then my partner and myself will buy him out of his share. My parents are obviously going to still need somewhere to live so they are looking to convert the playschool for this purpose. There is currently a shared front entrance and we're not looking to change that so no, it will not be a stand alone unit.

Change of use planning permission required and should be straight forward enough.

Should be fairly straight forward, though I was involved in a similar application before and after pre-planning discussions we were advised to include information regarding childcare facilities in the area to show that closing that one wouldn't have an adverse effect on the community and people would be able to avail of other playschools nearby.

Just might be worth keeping in mind. It's not that the planners can force your parents to keep the playschool open, but the planners just need to be able to see what effect it will have on the community, or if someone else is applying for permission to open a new playschool, it could now be viable to grant it whereas there may not have been a need for it if your parents' one was still going to be open.

Standard change of use back to residential with maybe a permission for use as a granny flat?

Cant imagine any issues with it to be honest.
