New extension near 20ft pipe

    I was thinking of building an extension 20ft high x 14ft wide in the back garden.The back wall has 4 windows , surrounded by wood panels on a wood frame .
    So i,d put up a new wall 10ft from the old wall, remove the old wall,
    Put on a new slate roof and build up to the new wall .This would give a larger kitchen and bedroom upstairs .
    The problem i see is there is a metal pipe about 8ft from the old wall.
    Its 5 inches from the side wall.
    Its over 22ft high .Its not a drain pipe .It has a round metal cone on the top.
    Would i be allowed to build around this pipe ,or else just leave a 7 inch gap at the side of the new extension where the pipe is .
