Student contribution/tuition fees

Can anybody explain to me how much in fees I would have to pay myself this year if I start a course that costs 7250 in fees, if I receive a full fee grant? I am confused as to whether I can only avail of 4250 of the 6270 tuition fees described below, and therefore have to pay the student contribution of 3000 myself, or if the tuition fees cover 6270 of the 7250, and I have to pay the rest?

The fee grant is made up of three elements as follows:

    Tuition Fee
    Student Contribution Charge
    Compulsory Field Trip Expenses
Following registration by a student on their chosen course, their college will determine whether the Free Fees Schemes apply to the course being undertaken and whether the student is eligible for free fees under those schemes, further to which it will be determined that the Fee Grant will cover either the Student Contribution Charge or Tuition Fees, as follows:

Student Contribution Charge of €3,000 where the Free Fees Schemes apply to the course and the student is eligible for free fees under those schemes, OR
Tuition Fees to a maximum limit of either
€6,270 where the Free Fees Schemes do not cover the course, or
The full amount of 100% of the EU rate of fee for the course where the Free Fees Schemes apply to the course

Anybody? I don't understand what determines whether or not I have to pay tuition fees.
