Definition of "traveller" in Irish law ?

    Just wondering if there is a legal Definition of what a "traveller" actually is in Irish law ?

    Would it be possible for members of the general public to self identify as "travellers" ?

    There are two definitions, the first in the Housing Act 1988 is more of a provision description for the appropriate Act:-
    persons belonging to the class of persons who traditionally pursue or have pursued a nomadic way of life.

    Then the actual legal definition as per the Equal Status Act 2000:-
    “Traveller community” means the community of people who are commonly called Travellers and who are identified (both by themselves and others) as people with a shared history, culture and traditions including, historically, a nomadic way of life on the island of Ireland.

    The "who are identified (both by themselves and others)" would make it difficult to self identify.
