Is Tus or a CE scheme classed as employment?

As the title says, is it classed as employment? The guy downstairs was asking me as he has been threatened with his social welfare being stopped as he "has not worked" in x years. He has done both over the last few years as I understand but his English is not that good and is getting scared he is going get his payment…
