Are there any restrictions for someone receiving this benefit ? Can someone take a full time job while running their business and receiving this allowance ? Can they enrol into third level education ?

Hi, you cannot work even part-time while on this scheme. You can only do a part-time college course that will not affect your self-employment. You cannot do a full-time course.
