About PSR License

    I have a doubt in relation to the PSR License number (daft.ie/psr-licence-number/).

    According to the Property Services Regulatory Authority website, in order to carry out certain management tasks in relation to lettings one needs to be licensed. There are certain exceptions when you are the property owner.

    In the following scenario:

    - Tenants renting an apartment with a contract signed with an Agency (with valid PSR License) that manages the property in behalf of the Landlord.

    - Another individual - who unknown for the tenants until this point - sends a Notice of Termination of the Tenancy in behalf of the Landlord with the purpose of refurbishing the apartment. This individual claims to be from an letting agency with no other members or website, etc. And is not a licensee i.e: PSR Licence Number: Exempt - Property Owner

    - Also third party seem to claim he will return now the deposit, that he never managed in first place because the tenants never interacted with such individual in the past.

    With the current legislation:

    Can this second individual speak in behalf of another Landlord? And more important, can that person notify about the termination the tenancy without having a PSR License number ? (completely ignoring the original Agency that is the representative of the Landlord)
