    [font=Arial, Helvetica, sans-serif]Portmarnock Community Association have been advised that the water outflow from this proposed plant 1km north of Irelands Eye  will be to Secondary standard only . Can you please advise if the licensing by the  EPA will require the removal of nutrients and phosphorous as part of the Secondary Standard.[/font]

    [font=Arial, Helvetica, sans-serif][font=arial, sans-serif]As the receiving water is in the vicinity of  a blue flag beach currently I assume that Irish Water  will be required to meet the status of that receiving water in relation to pathogens and nutrients.[/font] Can you confirm  this to be the case ?[/font]

    Hi Dak,

    Thank you for your query in relation to the Greater Dublin Drainage project. The GDD project is being proposed in order to meet projected wastewater treatment requirements in the greater Dublin area. The project will safeguard public health, protect the environment and facilitate the sustainable growth of the GDA into the future.

    As per our recent communication, on Wednesday 20 June 2018, Irish Water made a planning application for strategic infrastructure development to An Bord Pleanala for the GDD project. A statutory consultation by ABP opened on Thursday 28 June and is due to close on Friday 17 August 2018.

    Further to our previous engagements with representatives of the Portmarnock Community Association - we would like to reassure you that the proposed outfall location and the level to which the wastewater will be treated will ensure the water quality standards required by EU and national regulations are achieved. These include the EU Water Framework Directive, Bathing Water Quality Regulations, Shellfish Regulations and Urban Wastewater Treatment Regulations.

    Extensive modelling of the marine environment and water quality has been undertaken as part of the development of the Environmental Impact Assessment Report (as submitted with the planning application).

    The proposed outfall discharge point is over 4km from Velvet Strand. The water depth (25 metres) and tidal patterns and current speeds/directions at the discharge location will allow for optimum dispersion and assimilation of the treated water within a short distance of the outfall point. Hourly simulations were carried out over the full tidal cycle for both neap and spring tidal scenarios with results indicating a consistent 20 fold dilution recorded within 50m from the discharge point on both neap and spring tidal streams.

    The proposed project will have an imperceptible residual impact on the water quality of the coastal waters off Dublin and will not influence any local bathing waters or Blue Flag beaches.

    The outfall pipeline will not discharge to, or impinge on, any Nutrient Sensitive Waters (as per Parts 1 to 3 of Schedule 1 of the Urban Waste Water Treatment (Amendment) Regulations 2010 (S.I. No. 48 of 2010)). Therefore, implementation of further nitrogen and/or phosphorus reduction measures is not necessary.

    Irish Water will be applying to the Environmental Protection Agency (EPA) for a wastewater discharge licence for the treated effluent discharge from the proposed wastewater treatment plant.
