Are alarm companies responsible for a house alarm causing a nuisance? If not who is?

There's been an alarm going off across the street for an hour and a half. After walking out in the street and following the noise I found the house it's coming from. It physically hurt my ears to stand near the noise. Anyway I saw the alarm on the wall and phoned the company whose name was on it. The woman who answered refused to send someone out and she said they just fit alarms and don't monitor them. She told me to phone the gardai. I phoned them and they wouldn't do anything either.

The noise has just stopped a few minutes ago but I don't know if it's going to stay off. Either way for future reference (this happens a lot) I'm wondering do alarm companies not have some legal responsibility to do something about this? The alarm seems to have just went off on its own. Wouldn't that mean their product is faulty? Or if they're not responsible who is? Are people expected to have to listen to this crap all night?

My ears are still in physical pain after following the noise of the alarm and trying to get the phone number.

EDIT: I forgot to say that I think this house is an office of some kind which is why no one is ever there at night.

Rules changed a few years back such that an unattended alarm should turn off after 15-20 minutes. If the alarm is older than that, it doesn't need to comply.

The installer has an obligation to comply with the rules as they stand at the time of installation. After that, it is down to the owner / occupier. Where the alarms is monitored or maintained, the monitor /maintainer may have obligations.

I believe the county councils have an office that deals with noise complaints not necessrily the best in terms of enforcement but i suppose its worth registering a complaint.

Not necessarily I think, could be plenty of reasons the alarm might be going off just like it's supposed to? Could have left a window open? Something falling over in the house?

Had to deal with this years ago when a neighbour's alarm kept going off (and would be going off for hours on end).

Popped a polite note through the door asking them to get it sorted
