Code 991 '6 month rule' on a D/D1 learner permit

Just wondering is it unusual to have the restriction code 991 on my learner permit for Cat D/D1, as I have held a full Cat B car licence for >24 years?

I thought that this restriction code was only put on *new* drivers of cars and motorbikes? I am currently taking minibus lessons over the next 2-3 weeks but I don't see why I'm forced to wait 6 months for the test

That's an admin error, you're not required to wait at all

The 991 code is only relevant to A and B categories.

Had the same myself for both D and C and didn't wait 6 months at all
