Water abstraction licence?

I live next to a river and wondered if I need a water abstraction licence if I take less than 10,000 liters of water a day?

My own calculation is that I'd use less than 7,500 liters in a week so way below what I believe is the limit for needing a licence?

There is no fear of me affecting anyone else's use of water as 100m further down stream the river enters the sea.

Thats great. I've no idea if its legal or what, all I can find are bits of information but nothing that says no its not legal and that I need to apply for a licence.

Best I have so far is

S.I. No. 108/1978 - Local Government (Water Pollution) Regulations, 1978.

    which states
    EXEMPTED ABSTRACTIONS

Abstractions which do not exceed 25 cubic metres in any period of 24 hours.

Which is much higher than the 10 cubic metres (10,000l) another source quoted.

Edit> Another source for allowing up to 25 cubic meters https://verde.ie/blog-post/users-of-more-than-25000-litres-of-water-per-day-to-register-with-the-epa/

Irish Water are not responsible for the management of licenses for abstraction from rivers. DHPLG are planning to both establish a register for water abstractions and develop a regulatory framework for abstractions greater than 25,000 litres per day. Based on the information provided in the River Basin Management Plan in 2018 by the DHPLG (Section 7.7.2, pages 84-85), it is intended that for abstractions below 25,000 litres per day general binding rules will apply, rather than a licence.
