Reverse charge VAT if under threshold?

    Let’s say you hire someone or something that incurs you having to pay VAT under the reverse charge mechanism but you’re not registered for VAT as you’re under the threshold.
    Would this still apply? (From what I know, if VAT registered it’d basically cancel itself out as there’d be the same figure for both input and output tax for that)
    Is it possible to just pay that without voluntarily registering or would it create an obligation to register?

    Too much missing info. Is it for goods or services. B2B or B2C. Why would a supplier be zero rating a supply to you if you haven't got a vat number
