Changed home.
Broke speed limit.
Didnt recieve fine until week before court as my log book was registered to old address. Ok.
Go to court to explain didnt receive fine. Ok.
Didnt receive the 90 fine via post. Hmm. Ok.
Rang up courts, they give PIN and case number to pay online. Good.
Go to pay online, and Credit Card cant make payment due to 3d Secure. Hmm.
Ring Credit Card company, indicate issue. They say the issue is fixed. Hmm.
Try payment again , multiple times. Ok.
Courts Oneline site is locked due to multiple payment attemnts. Ok.
Ring credit card company again. They say the issue is fixed. Hmm.

End result:
> Courts does not send me details in post. Ok.
> Courts online account to pay is locked. Cannot make the payment. No direct technical service to indicate as such. Hmm.
> Credit Card company are sh$ts for "securing" my card; Possibly still cannot make online payments and it blocks important websites.

3D Secure isn't a "problem", it's a security feature on your card which is very simple to set up.

If you are looking for a way to fix it (it's really quite unclear) if you have the original FPN you might still be able to pay it at the post office
