Im just wondering, is it illegal for someone to copy your passport in color for you?

No. It only becomes illegal if someone attempts to use the copy as an original or someone uses the copy in an attempt to impersonate the owner.

No i have done this and submitted this copy as a certified copy to banks and government bodies.

Not illegal but the likes of Reads are very reluctant to do it for you. Any time i've asked they did an enlarged copy instead.
