Back in 00/01 a landowner fenced off three 0.75 acre sites. He applied for and was granted outline pp on sites 1 and 3.

In 02 he applied for and was granted outline pp on sites 1 and 2 leaving site 3 vacant. Houses are now built on sites 1 and 2.

What does this mean for site 3?

    Nothing.
Any permission granted in 00/01 is well expired at this stage.

Does it help chances of getting pp on site 3 if applying?

Unfortunately not. Depending on the total amount of houses on the road, it may be classed as ribbon development.
