AFAIK payments (child benefit and any increase for qualified child/ren under JSB/JSA/FIS/One Parent Family payment etc.) are usually made to whichever parent is the primary caregiver i.e. whichever parent the children usually live with.

The other parent may be able to claim an increase for qualified child/ren, if the primary caregiver is not already in receipt of an IQC and the other parent is in receipt of a department of social protection payment and paying a qualifying amount in maintenance.
