    He's not a bad apple but was lacking in common sense.

    "Rumbled"? Was what he did illegal? Surely it's his own business, and nothing to do with his competence in helping people and enforcing law? It seems extraordinary to use his past actions, if they're not illegal, to stymie a career he might have been successful in.

    Yes but that happened while he was already a member of the force. The incident in this case happened years before he even applied.

How could any production company generate revenues where they could pay that money.
