Commencement Notice

    Hi all, 
    I am currently in the process of buying a house that requires some work. 
    There is an old 16m2 extension to the rear of the property. I  am planning  on knocking the extension and rebuilding a new extension of 25m2. 
    I do not need planning permission but I understand that the bank need my engineer to issue a certificate/opinion of compliance when works are complete. 
    My question is;
    Do I need to issue a commencement notice? 
    Can the engineer sign off without a commencement notice?

    If wholly to the rear and if it satisfies all the requirements/criteria for exempt development, then you would not need planning permission to demolish the existing extension/build a new extension and you are not required to submit a commencement notice.

    Engineer can sign off without a commencement notice.
