Ebay - Seller sent wrong item

I bought a pair of glasses on Ebay on 9th May, seller has sent the wrong ones. I've been emailing and sent him photos of the ones I received. He admitted they were not the ones I ordered. He is really giving me the runaround. Can I apply for a refund yet, would I be better applying for a Paypal refund. Thanks in advance

Personally I would go to PayPal straight away. It will take a a while for them to sort it out as well

PayPal are usually fast when the item is not as described. I think I waited 5 days max. I had to send photos, this is why I always screen shot what I buy.
