Bought item on an online Chinese store to be shipped to Germany as gift

    I ordered an item from Geekbuying (Chinese store) to Germany on the 27th of April.
    While I was tracking it, about two weeks ago it landed in Germany and then was rerouted in to Estonia.
    I am guessing it was to avoid customs, but the item value is only $26, which would be under a lot of Countries vat threshold anyway, and shipping was free.
    It was marked $20 as I had used a coupon code and site points to bring the price down.
    Item parcel would probably be about the same size as a box for a smartphone.

    It seems to have arrived back in Germany now but is stuck in customs.
    I ordered it for a friend of mine for housewarming sort of joke.
    He received a letter asking for €35 or it will be returned to its Country of origin.
    The Estonia information has since disappeared from the tracking.

    I have two questions, hopefully somebody here can answer.

    It was a "DHL Paket" delivery, so is it likely that they used their 'metric volume weight calculator' to estimate the price of shipping, and can this be corrected?

    and

    Seeing as the item is a gift, should it be exempt from any fees anyway?

    The Germans may apply an OMSP like Revenue have the option of. You'd be best ask a German speaker to check their rules.
