Newbie question

    Yesterday I was in my front garden for about 90 minutes.
    About three houses down from me there was a man sitting on a fence across the road from a house.
    He was on his phone continuously for about 90 minutes.
    Afaik the house he was outside is a residence and also has a business.
    I had never seen the man before.
    Finally I asked him what he was doing there.
    He said he was on his way to Lidl. The road is a cul-de-sac and Lidl is half a mile away.

    I know very little about broadband.
    Could he have been using wifi from the house?

    ...or just using his phone on the mobile data network, maybe visiting someone in the cul-de-sac and was on route
