    Is insurance available to protect outlay when buying a house if something goes wrong? Ie: Solicitor fees, surveyor fees to be protected in the event of significant structural or legal issues being uncovered or gazumping.

    Yes it is available as you've described but I've never seen it in Ireland and I worked in insurance. Maybe a UK company will insure you look it up online.
