Dividend Withholding Tax for non-residents

    Good afternoon,
    I have a question related to Dividend Withholding Tax.
    I have an Irish LTD company, one of the shareholders is a US registered company that owns 30% of our company.
    Now, as far as I know, DWT is deducted from all relevant distributions at 20%
    The information on Revenue website states that companies should not deduct DWT from a distribution if they hold a valid DWT exemption declaration form from a Non-resident shareholder.
    Does it mean that in this case the DWT will be zero rated? I tried to research on my own, asked numerous accountants, nobody is certain about the information, therefore I would appreciate if someone can shed some light.

    if they have a valid V2B cert in place no DWT otherwise DWT applies is the most basis answer
