Wicklow County Council Homeless Assessment ?

    Can any offer any advice as to how the council staff are allowed to base someone's need for accomodation or how to prove it ? Is it purely down to what the staff believes ? My friends has an infant and a small child and has been sleeping rough for two months, wicklow refuse to assess her for homelessness even though she's availed of Dublin county council and focus Ireland's emergency accomodation as she literally has nowhere anymore, they have said they cannot provide accomodation as they have nowhere and do not believe she is telling the truth that she "must have a drug problem or else it wouldn't be this bad" and the reason nobody takes her seriously is because she "dresses like a teenager" (for house viewings) she does neither of these things and they are accusing her of ignoring phone calls (log from provider would prove otherwise) and for getting focus to "harras them" they are just doing their job and trying help are these actually valid reason that she can not be helped ? Because of their opinion ? It would be greatly appreciated if somebody could tell me why they are allowed to do this ? Shes not local to dublin and is terrified of going in and out during evening and nights not knowing where she'll go, We've seen plenty others walk in and leave with accomodation without the abuse.
