    http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CONSIL:PE_4_2018_INIT&qid=1525172383393&from=EN

    Some snippets:

    For commercial buildings.... at least one charge point must be installed and ducting put in for 20% of the rest....
    With regard to new non-residential buildings and non-residential buildings undergoing major renovation, with more than ten parking spaces, Member States shall ensure the installation of at least one recharging point within the meaning of Directive 2014/94/EU of the European Parliament and of the Council* and ducting infrastructure, namely conduits for electric cables, for at least one in every five parking spaces to enable the installation at a later stage of recharging points for electric vehicles

    Must be in law by 2025... too far out for my liking.
    Member States shall lay down requirements for the installation of a minimum number of recharging points for all non-residential buildings with more than twenty parking spaces, by 1 January 2025.

    The builder has an opt out, in the case of renovations, if the costs are too high...
    Member States may decide not to apply paragraphs 2, 3 and 5 to specific categories of buildings where the cost of the recharging and ducting installations exceeds 7% of the total cost of the major renovation of the building;

    For residential buildings with 10 spaces or more... ducting to be put in for every space.
    With regard to new residential buildings and residential buildings undergoing major renovation, with more than ten parking spaces, Member States shall ensure the installation of ducting infrastructure, namely conduits for electric cables, for every parking space to enable the installation, at a later stage, of recharging points for electric vehicles

    A provision to make it easier to get charge points installed in existing car parks. This bit seems a bit wishy washy...
    Member States shall provide for measures in order to simplify the deployment of recharging points in new and existing residential and non-residential buildings and address possible regulatory barriers, including permitting and approval procedures, without prejudice to the property and tenancy law of the Member States.

    The directive is supposed to be put into law, I think, within the next 20 months or so... I could be wrong on that as Im not sure what the legal process is from EU directive to Irish law.
    Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by ... [20 months after the date of entry into force of this amending Directive]. They shall immediately communicate the text of those measures to the Commission.
