Crumbling Plaster

    The house im currently living in is new and belongs to a friend.
    I noticed the external plaster is crumbly in some places, and quite "sandy".

    Is this normal?

    Below is a link to a picture of the plaster around the bottom of the window, and you can see its quite crumbly.


    I want to find out so that I can help get the issue sorted if its really a problem

    Ive been told the material is stucco and if its gritty like that, then its not mixed correctly.
