Neighbour increasing fence height

What are regs on fence height? We are on lower side of two houses with ground level diff of about 40 cm. Fence on our side is quite high e.g. 2.5 meters. They just started increasing fence by another 40 or 50 cm. Houses separated by about 16 to 18 m.
