Changes in Water Pressure & Temperature

I am having a problem with hot water/pressure in a house which I have recently acquired.

Basically it has a booster pump fitted which provides water under pressure to all bathroom taps, toilets and showers and to hot water tap in kitchen. There is also a thermostatic blending valve fitted on the hot water supply line from the tank.

The issue I am having is two fold, firstly there is a slight delay when the pump kicks after you turn on a tap, when the pump kicks in this causes an initial surge of pressure and the pressure will vary up and down for as long as the the tap is open. Though not ideal I can cope with this.

The second issue I have is, as the flow of water/pressure is increasing and decreasing so too is the change in temperature, this is what I have the most problem with.

Any ideas what could be causing this?
